I should have elaborated - anyone who has ever worked a presidential visit knows that when the advance work is done right, an incident like this is unthinkable. Everywhere POTUS (the president) goes has been checked, planned, reviewed, discussed, vetted, reviewed again, rehearsed, double-checked and locked down for total security hours or days in advance. Something like this is like Roger Clemens going out to the mound in his underwear because he and his teammates forgot to check his uniform. Amateur hour, IMHO, speaking as someone who worked a few POTUS visits along the way.
