Public office holder is another phrase that means ELECTED OFFICIAL. You know, as in RUN FOR PUBLIC OFFICE. Bush's appointed officials do serve the public (or at least we wish they would), but they are not public office holders. They serve at the pleasure of the president, and can be terminated at any moment. Dr. Rice's academic background is somewhat limited, particularly since her area of expertise--the Cold War Soviet Union--doesn't even exist anymore. Everyone is entitled to their own opinion about whether anything at all is pathetic or not.
