Now I'm betting that most soldiers have global cell phones, and many have access to computers to use for email. Regardless of the technology, the military has communications infrastructure which I would think could be used by troops for personal communications when there was surplus bandwidth, which is what my husband and I did. I do not understand why troops are paying for phone calls unless they are choosing to do so beyond some ration within which they don't wish to live.
