I am no expert on REMF communications gear. With the job you had, you certainly know more than me about these systems and I defer to you on this.

I do know what we had access to...which I thought (was told) was always the latest and greatest. whether it was WATTS, SATCOM, FM, conventional telephone, SSB, AM, CW (Our primary behind the lines system in the 60s) using the ANGRC 109 and the old briefcase RS-6, ISDN or what have you, depending on the year in question and where on the face of the earth the OP was going down.

Free phone calls do not surprise me. Unlimited and unfettered civilian and non-duty access to primary military communications systems does.

I thought those itty bitty combat OPS we ran in the 60s had first priority access to all lines of military commo...

I hate to think that one of my requests for a combat emergency fast mover strike and/or extraction may have resulted in kholt getting a 60 second warning to terminate her call. How inconvenient. I cannot believe I was so inconsiderate with the lives of my men.
