I worked for years in government offices that had WATTS lines. They always had a policy against personal use although they didn't always enforce them. In the case I described, the call was placed by a base operator on a semi-regular schedule, space available, for my husband and others. Therefore I assume that it must have been authorized. That plus the fact that my husband was an Eagle Scout, literally and figuratively. Since it didn't cost anything extra, it seems an appropriate policy to me. Getting improved morale at no cost seems a smart management move to me.
