HONG KONG — It took Fujio Cho, president of Toyota Motor Corp., the world's second-largest automaker, to say what Japan's politicians have been trying to avoid publicly acknowledging for weeks. The rise of the yen against the dollar, he said last week, "could make the outlook uncertain for the Japanese economy, which is on a recovery track."
