Correct, in general most states and DC included have on the books laws for every male between about 17 and 45 to be in "the militia". The problem is, the law provides for the militia to organize at least once a year typically (this isn't happening) for drills. There is no armory of weapons available for the militia. Individual commonly used military weapons commonly used are not allowed. We, per the 2nd Amendment right to have a militia with some teeth. That means real weapons available and real drills and real organization. That right is currently denied.
