A quote: "There's so much money involved, and (stock fraud is) so easy to do, and no one's preventing it," he said. "It's legalized thievery."

Who? You were not registered as an investment advisor with any regulator! However, the U.S. Securities and Exchange Commission requires people who are compensated for recommending securities to more than 15 people to register with the agency. The following link from 99 states 300 people paid! The above 06/04 link refers to $39.95 a month while this 11/99 information refers to $9.95 per month. How much?

Here's a XINGer, notice the cdma comment made and the Immediate Sell Recommendation to short at $31 on 12/31/99? It went to $55 six trading days later! Btw it didn't go to $3 in 3-12 months as you expected but came close. Ironically the Xing website does mention cdma, more irony from the following link: TheTruthseeker.com agents, associates, operatives and or employees may or may not have positions consistent with the above position.
