Lindy, the "non-resident" applies to the receiver of the interest, being Prudential Securities.

It seems a crazy law, but countries can make any law they like about anything and force compliance by their subjects who are effectively serfs. Even Americans are serfs who shall bow to the All Powerful State in all respects. The USA even had slavery, segregation, military conscription, homosexual persecution, all sorts of victimless "crimes". Bobby Fisher is being dragged out of Japan by the USA because he played chess in Belgrade. He has also said mean things about the USA and its government.

You are right, I haven't been a resident of the USA, though I've spent enough time in it and studying it to have a pretty good idea of what makes it tick.

From what I've seen of Mexico [a tiny amount] and Mexicans, I think I'd give it a miss. I quite like the USA and Americans [with plenty of exceptions of course].

Hawaii is a nice place. New Hampshire is a bit cold in winter for my liking [Ottawa was worse of course].

Maybe a swarm of Libertarians should buy a small country from the locals and create the first-ever civilized realm. Nauru must be for sale at a cheap price, though I don't know if it's a nice place. It would need to be tsunami resistant meaning lots of elevated land.

Hawaii? That's fairly high in parts. Got many Libertarian buddies there?
