I would blame a nuclear attack on the organization who used the nuke. That would include the US. On a much more generalized note, I would blame the US for having developed and (so far) been the only country to actually use nukes. People, without thought or concern, develop products whose only purpose is to kill or maim. They may claim they are using them in self-defense in order to PREVENT killing or maiming but that's an ugly and specious argument. Shrubbery is now developing suitcase nukes in order to commit the first tactical nuclear attacks on the ME. Do you honestly think that is the act of a rational and decent human being? Jefferson is weeping. Hitler is clapping his hands.
