I think the results may have been different if they had, for example, employed as many Iraqis in the process of reforming their economy. Instead I have heard that they imported cement at a much higher cost as opposed to buying it from the local Iraqi company. Maybe it's because they wanted to buy that same Iraqi company cheaper because it was doing badly, I don't know. Naomi Klein has written about how they alienated the local people by their choices after the invasion.

That would be unacceptable to the neocon powers that be, IMO, unless they approved of the structural changes the US has instituted before they kicked us out. Even then I've heard that they are building what look like long term military bases.
