"Isn't Tonto talking about tax revenues?" Yes he is: federal tax receipts and the federal budget deficit. "Rallies, Bear Market or Bull don't have a direct correlation to the tax revenues or the economy growing. Do they? I could be wrong." Sure they do. Tax receipts go way up in boom times... just look at the receipts in the later half of the nineties.
