Northcom etc. - sounds like a re-work of a number of Cold War agreements - remember the DEW line stations ? Also a response to the need for better command and communication in the face of new threats - communicatin which is lacking among agnecies on the US side. FAA can't talk with FBI, military, etc. - all detailed in 9/11 report.

This is also a can of worms....

Some things to watch for-
1) Canada picking up responsibility for part of the Alaska panhandle and Alaskan North Slope.
2) Canada sliding out of certain expensive air defense responsibilities, especially fighter intercept. That's been underfunded for a long time.
Part of the trick here is to cut the Canadian military budgetm then money goes somewhere else - civilian projects, intellignece operations, boondoggles.
3) There's likely to be hidden quid pro quos here - Canada helps with Iraq elections in exchange for joint anti-submarine responsibility, etc.
