The army has been working on something similar but for very different reasons. They was a helmet mounted camera along with HUD eye-piece so that in urban warfare (or recon missions) all members of the team can get real time intel about position and views of other team members. The set up can also be used for post action analysis and perhaps legal purposes.

Feedback is a very powerful concept and it applies to human behaviour. I won't claim that camera enabled guns will take gun violence to zero, but there are certainly system level approaches that could drastically reduce the rate in the USA.

Weight, balance, performance, and price are NOT the issue. All these issues can be dealt with very effectively IF there where the political will. But the live free or die (should I say live free AND die) mentality will preclude trying this for many many years in the USA. Europe, on the otherhand might surprise us in the next decade or two...

BTW, the technology does not all need to be embedded in the gun. It could be a system level approach with ammunition sales enabled by documenting the expended ammo previously purchased. Heck if moore's law can hang in there, stick the CCD, DSP and UWB link in the bullet. Thats a few years out, but the technology will exist long before gun voters in the USA will crimp their "freedom" to save lives.
