Its more like an argument in 1950 over whether supersonic passenger planes were economically feasible. I know something like your plan is possible, you can put such things on a gun. But can imposing them accomplish something and can it do it on a cost effective basis?

Arguing over the details is not relevent at this point.

Arguing over extremely specific details is of little use but pointing out the general pitfalls is not. Also I've so far limited myself to the practical problems, not bothering to mention the political and constitutional problems. I won't go in to them in detail at the moment but I don't think they should just be considered obstacles to overcome. It shouldn't just be a case of how we can ram this down people's throats.

You have provided one piece of evidence that such an approach might accomplish something since most people would not recognize it.

If most people fail to notice it than it has accomplished very little. A terrorist doesn't want people to notice his actions when he is getting them ready but when the attack comes he wants people to know about it.
