UN Resolution 687 was the Gulf War Cease Fire Agreement. Any
violation of the Agreement opened Iraq up to a resumption of
hostilities. Why else would the US have ever agreed to a
Cease Fire? Why would anyone ever offer a Cease Fire if it
could be violated with impunity?

UN Resolution 1441 warned Iraq of "serious consequences" for
failure to immediately & completely comply or for any
any "material breaches" of the requirements of the Resolution
(which included UN Resolution 687 - The Gulf War Cease Fire
Agreement).

Iraq immediately began to commit "material breaches" &
continued to commit them until Saddam was removed.

UN Resolution 1441 was approved with a unanimous vote of the
UN Security Council.


....Recalls, in that context, that the Council has repeatedly warned Iraq that it will face serious consequences as a result of its continued violations of its obligations....
