The uniqueness, as you call it, is understandable. The State of Israel, which is effectively no more than another Western colony, this time dressed up in religious garb, came at a point in history when anti-colonial movements swept throughout the world. Further, in order to gain public sentiment, they had to show they were "victims", which is the traditional Jewish position, rather than aggressors which, in the context of Israel, they are.

Anyway, as far as I am concerned, all these tricks have been an exercise in futility. Unless Israel gives back the land it took, or most of it, the Palestinians will not make peace. Sure, the state of permanent, low-grade war has suited Israel because that way it could keep the land -- but what a price to pay! To live in fear and dread in order to keep stolen goods. And for what? To make right-wing Christian fantasists happy.
