Unfortunately Uncle Sam was not keen to buy the oil in ever larger quantities.

Perhaps if you did some reading on the matter you would know why hawks wanted to take Saddam out. In a large part it was "saving face". Other Arab countries in the region - even those somewhat friendly with the US were re-establishing ties with Saddam (horrors). In the back-asswards world of foreign policy, especially the political wingnuts faction, this validation of Saddam / Iraq was not to be tolerated.

Buying more oil from Iraq also put, increasingly, Iraq in the position of the swing-supplier. Iraq could and did turn off the taps from time to time -- even if the oil was not directed specifically at the US, sudden shortages from one supplier still affect the world.

This of course has a bigger impact on the US because the US is the largest single energy glutton on the planet, which is why domestic policy, not just foreign policy, needs to change.
