Ok, sorry to misunderstand you. Energy is a problem now, but will be improving in two years. And it is fully recognized by the Chinese gov. And here is their plan:

And in case China has to, they will limit the development of private cars. As for the public transportation, "CHINA home-made maglev TRAIN" will be a good choice<g>.
