It is hard to imagine someone being as naive as you are. Don't you ever read?

Afghanistan is controlled by opium-enriched warlords. None of them are internationally recognized, except by various police forces. Hamid Karzai controls a limited portion of Kabul, and that control is tenuous at best. He has a mercenary force of American thugs to protect him at all times, and he's an assassination target everywhere he travels. He's recognized by international intelligence officers as being extremely weak and extremely vulnerable.

In Iraq, no one, not one person believes that Iyad Allawi is in charge of anything. He's notoriously an agent working for the C.I.A. It's just plain silly for you to argue that Allawi is internationally recognized as anything other than as a quisling, a fraud and a client of the Bushies.
