General Dunlop is identifying a potential problem and is trying to think through ways of dealing with it. Whalen manipulates his words, presenting them as if he is saying that we're screwed. That's not what he is saying. This subculture of of extremist assassins is not the proudest achievement of Muslim civilisation. Luckily, they are a relatively small minority, and the odds are that in time they will be subdued.
