JDN, I totally agree with you. Since the "provisional" ballots are filled out because the voter is too dumb to know his proper polling place, they should not be counted. A person that stupid should not be allowed to vote in the first place. Some try to say that it happens because the elderly have problems remembering where they are to vote, but that is hogwash. For several weeks before, and on, election day, the newspapers make it clear where the polls are for each precinct, and the precinct is printed on each, individual, voter registration card. They have no excuse for showing up at the wrong place. I'm not picking on the elderly, as a group, because I am one.

In the Tampa area, we have what they call, early voting, but it is actually a physical absentee ballot, and they are supervised to the hilt. Having that helps to limit the congestion at the polls on election day, and helps the counting take less time.
