General Dunlap developed his hypothetical enemy in 1996 based on his observations in Yugoslavia and Somalia. Many of his predictions have come true in a lower scaled in Iraq, primarily because Iraq was a fractured country and without the basic technologies to begin with. Still, the use of media to show off beheadings and the idea of rigging cell phones with high explosives as a method of precision targeting is on the mark with Dunlap's predictions.

As I have been pointing out in the past (and now I see that this has been in step with some military thinkers) US will not be able to rely on superior technology to win wars of the future because in many cases the common technology is good enough against advanced technology. As a crude example, a 60 year old nuke technology is just as scary as the latest and greatest cruise missile.

The only real solution is to make sure the world moves away from the path of war towards the rule of international law. And for any law to be effective, it has to have the consent of the governed, and that means an improved UN with teeth that everyone, including US, abides by...sorry, the tribal mentality at a national level cannot work in a global village.
