Yes, I expect that was pretty much the case. I think there were a lot of questions about all of this at the time, but not many answers given.I agree with you about that particular site being an unfortunate choice. Yes, it wasn't a good decision, even given that there wasn't quite the level of concern over security at that time. Quite a few people (who should really have been more carefully listened to) gave it the thumbs down in favour of another site which was further along Sussex Drive (you'll probably know the area). There would have been better options for perimeter control, etc.. Ah well, once again, it's that old thing about hindsight. That said, I imagine that most neighbors of embassies all over the world think that some other site far, far away from their neighborhood would be infinitely more suitable. That's quite true, although, I don't think people in our city have ever had particularly negative feelings about the embassies in the past. As you will probably be aware, a number of them are located in some of the more upscale neighbourhoods here and there are relatively few complaints, even now. For the most part, I think people in this region are fairly accommodating and practical -- which is actually what seems problematic about this particular case -- it wasn't a very practical choice.
