The country which would benefit most from a better UN would be the USA because the USA depends more on global stability and trade than others and has the most to lose from deterioration

This is true, and you will see the US participating in the WTO, the G8, Nato, and other international economic and security "SysAdmin" organizations. However, the US is not going to join up with any tomfool treaty France et. al. puts out just to spite the US and declares that everybody must sign up because it's "international law".
