The intelligence agencies usually know a lot more about a terrorist attack beforehand than they let on to the general public. It isn't all that easy to pull off a terrorist attack without being detected. There's a lot of logistics and planning and people, etc. Many opps for the sleuths in intelligence to catch on to the plans. In the case of 9/11, our intelligence agencies had pictures (who knows if real?) and names (many later proven to be alive) of the suppossed terrorists within hours of the 9/11 attacks. Now, that information would normally take weeks and months to collect, unless the intelligence agencies either:

1. Knew of the operations and attacks beforehand and had a database of the suspects in hand with pictures and names

or

2. Carried out a false flag operation to frame suspects and further an agenda

In either case, there is government complicity in the attacks, as they either willingly failed to prevent them or actually carried them out as a false flag. People will debate whether 1 or 2 is correct, but both point to utter corruption and conspiracy.
