That's my understanding. They cherrypick the counties, or even precints that they want recounted. If the vote turns out in Gregoire's favor, then it goes to a statewide hand count, paid for by the state.

That's right. If she cherry picks counties and comes up with enough votes to put her ahead the taxpayers pay for a state wide recount.

If she does not find enough votes to put her ahead, she can go ahead with a state wide recount, but the dems pay for the recount.

They are scrambling to come up with the estimated $700,000+ it will cost.
