What are you saying?

The US was the main motivating force pushing for sanctions on Iraq (after Desert Storm failed to go all the way to Baghdad to topple Saddam).

We hoped by tightening the economic screws on him ultimately it would spark a revolution or coup that would topple him.

Only after it became plenty obvious that the sanctions weren't hurting him personally much --- or toppling him --- but was seriously impovershing the regular citizens of the country... did we get behind the idea of a program to allow *some* limited oil sales, and use the money to help the needy.

It was a bolixed-up series of plans from the beginning: one should NEVER leave a war half-finished.

It's bad strategy.
