I did.

The "deal" was that the tribal elders would let the Paks know if they have a sighting. The drill would then be to inform "nearby" troops, which would launch helicopter raids.

A real gasser.

There is no way that the Paks will do anything effective to get OBL since their cooperation in capturing him would end the need for the US to cater to them.

He's immensely more valuable to the Paks alive than dead as he guarantees US largesse. Moreover, real cooperation in capturing him would create enormous political problems for Mush, who might not survive the storm.
