There must be some reason why that isn't happening. Maybe we should go to our own leaders first and demand to know why they havent (or can't) facilitate this.

We can't deal with OBL directly or ignore his threat. But, he would have nearly zero support if his plans were denounced. As a compromise the Meccan spokesperson could direct the Al-Quaida supporters to follow legitimate political processes as Sistani directed the Shiites to do.
