You come across as having prejudged the conclusions and engaging in debates just to for the sake of "winning".

I suspect you know that government agencies end up with specialities that often sound contrary to their names and descriptions (bomb making in DoE, wire transfers in Japanese postal service, heck even private sector company International Telephone and Telegraph ends up making a living out of hotels and casinos). So you should not have too surprised about the scope of the report.

My guess is that this board has acquired skills beyond pure science. Regardless, it does not take a political scientist to interview NSA, the State Department, and other experts to produce the report. It only requires high clearance and good analytical skills.
