We have a general war on terror, which puts the Middle East front and center, and we have engaged in both Afghanistan and Iraq, so our hands are a little full. Actually, of course, it is an extension of Reagan's liberationism, his support for dissidents in the Soviet bloc, forcing the Sandanistas to hold credible elections, establishing democracy in El Salvador, supporting "people power" in the Philipines, and so forth. It is just a shift of focus, from Cold War concerns to concerns arising from terrorism.
