It's worse than that...

Like an apprenticeship, those hired by Cisco (or any tech company using 'local' engineering talent) will learn the trade and will eventually want to 'go out on their own'. This is kept in check in "First World Countries" partly due to the cost of capital and IP laws.

However, in China, the government will help arrange cheap capital for these newly trained journeymen and IP laws...

And the market is lost...

*OT* By the way, thought I'd chime in with a tidbit with all this talk about China. Current Business Week issue has a wage survey done in that country (apparently it's pretty difficult to get any numbers there), and they say average hourly wage in the cities is $1.06, and in the countryside $.45, for a blended average of $.64/hour. I might be off a couple of cents as I'm writing the numbers from memory (mooched the article at the local Barnes and Noble while drinking a coffee <ggg>), but they should be within a couple of cents.

PS - They did mention that due to the lower cost of living in China, the blended number is equivalent to something like $2.96/hour in the US....
