I saw an interview about a year ago with Rummy over troop strength. He noted that combat troops require support personnel, so that for each combat troop you are creating a few sitting ducks. He also noted that we wanted it to be unmistakable that we were not digging in to take over, in order not to galvanize opposition. Finally, he emphasized that we wanted the pressure to be on the Iraqis to take control of basic security. I am not sure that that is the whole story, or even a sufficient explanation given the security problem, but it made some sense to me.
