Dennis,

Inventory requirements for all goods have fallen dramatically with improved technology and communication. While the fall in the required amount of a commodity will be less than the fall in say the inventory to make a pc, it will fall from many of the same gains in efficiency. Efficiencies in inventory management for refiners have progressed, and therefore, lower operational inventory is appropriate. In fact, it's easy to make the argument that the lower operational inventory should be a globally set number, in which case our US number generated by looking at inputs to US refiners (as I understand it) is still way too high.
