It CAN be. There are laws, rules, & contracts to contend with. It is not impossible by a long shot. Once those items are tended too the former employee may try to return through EEO, NLRB, and MSPB. Been through them all. It takes time & experience but the goal is, once gone they stay that way. Document, document, document. Additionally, there are some fail proof methods if one does it correctly, there is no coming back.
