I blame Rove for what he does.

I realize that one of his tactics is to embrace and extend conspiracy. He studies his weaknesses, and those of his clients, and tries to get ahead of the story with absurd and exagerated claims so that he can try to discredit the legitimate exposures. He repeats the tactic so often that it is now quite noticeable.

As far as 9/11, Rove is more the type to take advantage of 9/11 than to risk getting involved in the planning. The neocons were the ones lusting after the next Pearl Harbor. Rove uses neocons and religious nuts, but his focus is elsewhere.
