Rather like most of Bush's campaign speeches.

I think the key things on the radar are this:

- UN Security Council report on being more "relevant" includes some discussion on pre-emption.
- Bush keeps repeating "we'll take the war to them". Funny, Iraq wasn't threatening a war on anyone last year, but I digress
- Bush brought up National Missile Defense at every opportunity even though officially it was not on the agenda. Clearly messages sent.
