The way Rove uses conspiracy is complex, ingenious, and one of his trademarks. He has agent provacatures promote stories, for example that flight 77 never actually hit the pentagon but a cia missle did instead. This is really an absurd story, but he gets his affiliated aparachiks to promote the idea and sure enough many casual readers pick up on it. He then uses it as an example that "everyone" is making up conspiracy theories.

The ultimate goal is that when he does something like steal an election, and it is pointed out, his surrogates claim it to be another conspiracty theory.
