I wasn't given the master plan. Fairness is an issue with me. I prefer the VAT. The VAT gets to the underground economy. It taxes luxury properly and it gets Fuquan the dope dealers money as well. Under the table work, will simply have little benefit as well.

However, I have heard that they believe it is too complex a change for the near future.

Lifestyle audits always show this type of tax would challenge the hidden assets/income and recover tax revenues otherwise never realized. Perhaps the economy isn't healthy enough to make the switch yet as VAT would encourage savings as people would quickly realize they can reduce significantly their tax burden by cutting back on spending.

A very difficult transition in a consumer driven economy. I will ask Tonto about it. He has the elite business school education as well as experience.
