I am not sure that the VAT would be politically acceptable at this time. It is very complicated and would not accomplish simplification. It would grab underground money and increase tax revenues. You are absolutely correct.

It would be safe to project reduced spending and an increase in savings short term, but, that will balance out...as it has elsewhere.
