UK's TUC says Brown's pre-budget report sets 'battle lines' for election LONDON (AFX) - The UK's Trades Union Congress lauded Chancellor Gordon Brown's pre-budget report, describing it "progressive" and sets "battle lines" for the next election

"This was a progressive statement which will set very clear battle lines at the next election," said Brendan Barber, the TUC general secretary. He said the childcare package for one is a "big advance" for working parents "It adds up to a significant extension of the welfare state," he said "Unions have campaigned for many years for this kind of comprehensive approach. All the ministers who have worked to deliver these pledges deserve great credit." Barber added the moves to help people on incapacity benefit into work "rightly concentrate on the carrot not the stick, as some feared"

"No one can oppose smarter enforcement of regulations, but we will be vigilant that the Hampton Review does not lead to weaker enforcement of vital protection for people at work," he said
