Reminds me of the three eff rule a colleague once told me:

"If it flies, floats or <something else with an eff>, rent it!"

Now what kind of "presidential yacht" are they planning to purchase with only $2 million?
That amount wouldn't even get you a month's rental on John Kerry's Hatteras 100.

"presidential yacht"? I mean, he's a president, not a king, what does he need a yacht for?

Same reasons Hoover did, maybe? Or Truman, or Eisenhauer, or Kennedy, or Johnson, or Nixon? Or Carter (until that old Navy man sold it, having had all the boating he wanted while in the service).

Or even FDR?

Oh, wait. He was King, so it was okay for him to have one.
