Don't be silly. The president doesn't have a "presidential yacht", will never have a presidential yacht, and $2 million wouldn't even fund the design of the kind of yacht the POTUS would have to have if he (or she) were going to ever have a presidential yacht.

I would, however, be interested in knowing what congressman slipped that item into the multi-thousand page bill and why. Perhaps to demonstrate the need for reforming congress's appropriation process? But in any case, it certainly wasn't because the president wanted a yacht.

BTW, I think FDR was the last president to have a presidential yacht. Maybe Kennedy, but I don't think so.
