I think the other Security Council members, and most of the General Assembly, regard him as 'sticking up' for the UN rules. (Much of the opposition to him, IMO, is because he had the gaul to say that the US invasion of Iraq --- because it was not authorized by the Security Council --- was in violation of UN regulations. It's 'pay-back time' from the US....)

The UN has no standing army. It can only intervene with the support of it's member states.

Yep... but the member states are more directly involved in the fraud and kick-backs (including some US companies, though far more with Russia). Also: ALL Security Council members (including the US) had direct approval for ALL contracts.

IMO, it's not surprising that fraud was involved in the program --- it was poorly conceived from the beginning.
