It is not silly to lay some blame on him for choosing war as a means to wrap up an ambiguity. War is not something that some people feel should be used like that. One saves war for direct threats- at least imo. I'll let other people try to argue for the beneficial aspects of "pre-emption"- but I doubt history will give high marks to this war, for making "pre-emption" a compelling doctrine. Pre-empting the imaginary rarely goes down well in history. I think of, was it Xerxes? who beat the sea with chains?
