Regarding Canada and the US. I'd bet a Tim Horton's coffee and donut that Bush and Martin talked about an association of democratic countries as an alternative or competitor to the UN.

I picked up whispers a while ago this was on Martin's mind. He has always been an internationalist.

Such a move is necessary if there are going to be real reforms at the UN. It's not going to reform unless it sees itself as replaceable.
