The larger issue is that it ties Canada directly to the US's "strategic" (read "nuclear") missile defense / offense policy.

Lets say, for example, that the US decides to nuke Tehran. By participating in NMD we are for all intents and purposes as much a target for retaliation as the US would be.

Some may argue that we are now already, but I don't buy that.

There are other issues -- but another day...

Is it a concern about U.S. military personnel that might be stationed here? What about the hundreds of soldiers we already have in each other's countries? We didn't feel threatened when the U.S. had a lot more people on the DEW line. No one complains about NORAD now (even before the commanding officer was Canadian).

That's it for me. I think this is a different time. We are much less like Americans now. Then we had the commonality of the cold war. Do we now ? I think not.

The strongest relationships in the hemisphere have been with Canada, Panama, and Bermuda, each with basing commitments of 3,000 to 15,000. The number of U.S. troops sta­tioned in Canada declined sharply from 1965 to 1975 and is now only about 150. Most other nations in the region hosted U.S. forces year after year—usually less than 100—and none had annual billets over 1,000.
