I would agree with you on the relative merits. The CIA always had its problems; everything I've read about Goss indicates that any kind of reform under W will only make it worse. What I'm most mordantly amused by these days is watching all the saber rattling over Iran, which is what that particular section was discussing. It's just strange, when there's no indication that the US forces at current levels in Iraq are capable of stabilizing that mess, and there's no indication that significantly more troops could be moved there even if it was desired, the people who had to have that war are all busy promoting another one.
