The Nazis did not come out of nowhere. The fact that they could gain power reflected Germany antisemitism at the time, and bigotry was hardly limited to Germany. In a sense they could be called an extension of that bigotry, but a big enough extension can be a qualitative difference, extending one idea far enough can change the nature of society.
